Keep ready: your CNIC, your own bank account's IBAN (in your name), your address, phone and email.
On a laptop, open Professional dashboard → Monetization → Content monetization → Get started, agree to the terms and create a new payout account as an individual — with your name exactly as on your CNIC and bank account.
Link your bank manually, fill the tax form as a Pakistani (not a US person; citizenship and tax residence Pakistan), sign with your exact name and submit.
